SHOTGUN ELECTIONS MOCK DEMOCRACY

The US and Indian governments must think people around the
world are pretty dumb. Why else would they go to such
trouble this week to stage elaborate, sham elections in
Bosnia and Kashmir that insult our intelligence and mock
democracy?
The Clinton Administration is desperate to declare a major
foreign policy victory in Bosnia and bring at least some US
troops there home for a tickertape parade before November
election.
So Washington dragooned Bosnia's feuding Serbs, Croats and
Muslims into a bogus election for a phantom federal
government of a non-existent `unified' Bosnia that it hoped
would give the appearance of democracy and peace.
In reality, this masquerade simply hardened the positions of
the three warring groups, and solidified the ethnic
divisions of Bosnia ordained by the cynical Dayton
Agreement.
Far more disturbingly, the shotgun election enforced by the US
and Europe, legitimized the worst monsters and war criminals
seen in Europe since 1945. The Serb nationalist fanatics,
who massacred 250,000 people and displaced more than one
million, are being rewarded with cash and trade. The
perpetrators of genocide, mass murder, gang rape, ethnic
cleansing, and wholesale looting are now transformed from
wanted felons into legitimate democrats and America's
`partners in peace.'
The Great Cleanser, President Milosevic of Serbia, who began
the Third Balkan War to boost his own political ambitions,
is hailed by see-no-evil Washington as `Balkan peacemaker,'
and granted generous economic aid. His henchmen, Radovan
Karadzic, Gen. Ratko Mladic, and the criminal `Arkan' - who
did the actual slaughtering - have been told to lie low. US
and British troops were ordered NOT to arrest these
murderers in spite of an outstanding UN warrant to apprehend
them for crimes against humanity.
Serb cooperation was essential for the Clinton
Administration to make to its made-for-TV Bosnian peace
charade look real. Equally important, the Serbs still hold
US troops in Bosnia hostage: they need only kill a few GI's
to cause Clinton a pre-election debacle. North Korea has
been using the same scare tactics to wring political
concessions and money from the jittery Administration.
An even more outrageous, and far cruder, farce just occured
in war-torn Kashmir, whose oppressed Muslim majority is in
revolt against India's brutal, corrupt misrule. Some
600,000 Indian troops and police have been unable to crush
the popular rebellion, in spite of killing 50,000 Kashmiris
and conducting mass executions, widescale torture, gang
rapes, and reprisals against civilians.
This week, Delhi staged what it called an `election' in
Kashmir designed to demonstrate popular support for an
Indian puppet government. Indian troops forced Kashmiris
from their homes at gunpoint and herded them into polling
stations. Those who voted against the Indian quisling regime
faced reprisals, or even death.
New Delhi proclaimed a great victory and announced the
Kashmiri quest for independence, or union with Pakistan, was
over for good. No one in India or Kashmir believed such
nonsense, and no one abroad should either. The only real
outcome of this rigged, gunpoint election was to make
holier-than-thou India look even more brutal and clumsy
than ever.
Yet Washington continues to play footsie with mass murderers
in Serbia and India - and Russia. The governments of these
three nations - among the world's worst violators of human
rights - have killed 250,000 Bosnians, 50,000 Kashmiris,
and some 60,000 Chechens: 360,000 civilians murdered..
Yet all three nations currently bask in the Clinton
Administration's favor. India and Russia receive large amounts
of US aid.
Meanwhile, Washington trumpets that international terrorism is
the scourge of the earth, spends $6.6 billion annually to combat
this nebulous threat, and lustily scourges its favorite whipping
Arab, Saddam Hussein.
Interestingly, according to the US State Department, 16
Americans were killed worldwide by foreign terrorists in
1994 and 1995 combined! More Americans die each year from
lightening. Many more die from falls in their bathtubs.
Could Washington's current sense of right and wrong, and of
proportion, be a bit out of focus?
