  34. SHOTGUN ELECTIONS MOCK DEMOCRACY

  39. The US and Indian governments must think people around the
  40. world are pretty dumb.  Why else would they go to such
  41. trouble this week to stage elaborate, sham elections in
  42. Bosnia and Kashmir that insult our intelligence and mock
  43. democracy?
  44.  
  45. The Clinton Administration is desperate to declare a major
  46. foreign policy victory in Bosnia and bring at least some US
  47. troops there home for a tickertape parade before November
  48. election.  
  49.  
  50. So Washington dragooned Bosnia's feuding Serbs, Croats and
  51. Muslims into a bogus election for a phantom federal
  52. government  of a non-existent `unified' Bosnia that it hoped
  53. would give the appearance of democracy and peace.     
  54.  
  55. In reality, this masquerade simply hardened the positions of
  56. the three warring groups, and solidified the ethnic
  57. divisions of Bosnia ordained by the cynical Dayton
  58. Agreement.
  59.  
  60. Far more disturbingly, the shotgun election enforced by the US
  61. and Europe, legitimized the worst monsters and war criminals
  62. seen in Europe since 1945.  The Serb nationalist fanatics, 
  63. who massacred 250,000 people and displaced more than one
  64. million, are being rewarded with cash and trade.  The
  65. perpetrators of  genocide, mass murder, gang rape, ethnic
  66. cleansing, and wholesale looting are now transformed from
  67. wanted felons into legitimate democrats and America's
  68. `partners in peace.'  
  69.  
  70. The Great Cleanser, President Milosevic of Serbia, who began
  71. the Third Balkan War to boost his own political ambitions,
  72. is hailed by see-no-evil  Washington as `Balkan peacemaker,'
  73. and granted generous economic aid.  His henchmen, Radovan
  74. Karadzic,  Gen. Ratko Mladic, and the criminal `Arkan' - who
  75. did the actual slaughtering - have been told to lie low.  US
  76. and British troops were ordered NOT to arrest these
  77. murderers in spite of an outstanding UN warrant to apprehend
  78. them for crimes against humanity.  
  79.  
  80. Serb cooperation was essential for the Clinton
  81. Administration to make to its made-for-TV Bosnian peace
  82. charade look real.  Equally important, the Serbs still hold
  83. US troops in Bosnia hostage: they need only kill a few GI's
  84. to cause Clinton a  pre-election debacle.  North Korea has
  85. been using the same scare tactics to wring political
  86. concessions and money from the jittery  Administration. 
  87.  
  88. An even more outrageous, and far cruder, farce just occured
  89. in war-torn Kashmir, whose oppressed Muslim majority is in
  90. revolt against India's brutal, corrupt misrule.  Some
  91. 600,000 Indian troops and  police have been unable to crush
  92. the popular rebellion, in spite of killing 50,000 Kashmiris
  93. and conducting mass executions, widescale torture, gang
  94. rapes, and reprisals against civilians.  
  95.  
  96. This week, Delhi staged what it called an `election' in 
  97. Kashmir designed to demonstrate popular support for an
  98. Indian puppet government.  Indian troops forced Kashmiris 
  99. from their homes at gunpoint and herded them into polling
  100. stations. Those who voted against the Indian quisling regime
  101. faced reprisals, or even death.
  102.  
  103. New Delhi proclaimed a great victory and announced the
  104. Kashmiri quest for independence, or union with Pakistan, was
  105. over for good.  No one in India or Kashmir believed such
  106. nonsense, and no one abroad should either.  The only real
  107. outcome of this rigged, gunpoint election was to make
  108. holier-than-thou India look even more brutal and clumsy 
  109. than ever.  
  110.  
  111. Yet Washington continues to play footsie with mass murderers
  112. in Serbia and India - and Russia. The governments of these
  113. three nations - among the world's worst violators of human
  114. rights -  have killed  250,000 Bosnians, 50,000 Kashmiris,
  115. and some 60,000 Chechens: 360,000 civilians murdered.. 
  116.  
  117. Yet all three nations currently bask in the Clinton
  118. Administration's favor.  India and Russia receive large amounts
  119. of US aid. 
  120.  
  121. Meanwhile, Washington trumpets that international terrorism is
  122. the scourge of the earth, spends $6.6 billion annually to combat
  123. this nebulous threat, and lustily scourges its favorite whipping
  124. Arab, Saddam Hussein. 
  125.  
  126. Interestingly, according to the US State Department, 16
  127. Americans were killed worldwide by foreign terrorists in
  128. 1994 and 1995 combined!  More Americans die each year from
  129. lightening. Many more die from falls in their bathtubs.
  130.  
  131. Could Washington's current sense of right and wrong, and  of
  132. proportion, be a bit out of focus?
